Comments and Reply Comments on the CPUC OIR Regarding the Self-Generation Incentive Program and Related Issues
On November 18, the CHBC submitted comments to the CPUC on the Order Instituting Rulemaking Regarding Policies, Procedures and Rules for the Self-Generation Incentive Program and Related Issues. The CHBC comments urged the CPUC “to adopt a definition of eligible hydrogen fuel that is broad enough to include and encourage the development of all zero carbon pathways to producing hydrogen, including, but not necessarily limited to electricity produced by zero carbon resources, steam methane reforming or thermal gasification of biogas, and emerging technologies like direct conversion of sunlight to hydrogen.”
Additionally, the CHBC submitted reply comments to the CPUC on the OIR on November 24, agreeing with commenters that stated hydrogen made from a broad range of renewable or zero carbon pathways should be eligible under the SGIP, green electrolytic hydrogen should not be limited to feedstocks in the RPS handbook, and supported SGIP program eligibility of electrolytic hydrogen that is produced with any properly certified sources of renewable electricity.
