2017 Advocacy Activities

In 2017, the CHBC submitted the following comments and letters:

  • On December 11, the CHBC submitted comments to CARB on the Proposed Fiscal Year 2017-18 Funding Plan for Clean Transportation Initiatives. Read the comments here >>
  • On November 17, the CHBC submitted comments on the CEC’s Draft Staff Report Version of the 2018-2019 Investment Plan Update. Read the comments here >>
  • On November 13, the CHBC submitted comprehensive comments to the 2017 draft Integrated Energy Policy Report (IEPR), which can be accessed here >>. In addition, the CHBC responded to the draft CaISO Microgrid Roadmap with comments, which are accessible here >>.
  • On September 10, the CHBC sent a letter of support for SB 433, Zero-carbon Gas: Renewable Hydrogen, to Senator Mendoza. Read the letter here >>
  • On September 1, the CHBC provided feedback to the ARB’s Draft Rulemaking Changes to the LCFC program as presented at an August 7 workshop. Read the comments here >>
  • On August 11, the CHBC submitted several letters to legislators. The first was a letter of support, if amended, for AB 1184, with specific amendment language, which can be accessed here >>.   • On August 8, the CHBC submitted comments on the CEC’s IEPR Renewable Gas project. In the comments, the CHBC outlined  Market Development Opportunities and Pathways for Renewable Hydrogen in California. Read the comments here >>
  • On August 4, the CHBC published the materials from the Hydrogen and Fuel Cells in On-Road Freight Webinar held on August 1, 2017. The slides can be accessed here >>, the webinar recording can be viewed here >>.
  • On July 21, 2017, the CHBC submitted additional comments regarding the role of hydrogen in energy storage to the IEPR Integrated Resource Plans (IRP) and Distributed Energy Resources (DER) Dockets.See the comments here >> and here >>.
  • On July 21, the CHBC submitted a letter of support to the CEC’s John Cato on the allocation of AB 8 funds for Hydrogen Infrastructure Expansion. Read the letter here >>
  • On July 17, the CHBC submitted comments on the CEC’s IEPR Renewable Gas Project. The comments addressed Panel 5 Emerging Technologies and Market Opportunities. Read the comments here >>
  • On July 14, 2017, the CHBC submitted several comments regarding the IEPR Renewable Gas June 26 Workshop.   • On June 29, 2017, the CHBC published the report on the Hydrogen and Fuel Cell On-Road Freight Workshop held May 1, 2017 in Long Beach. The report can be accessed here >>
  • On June 26, the CHBC submitted comments on the CEC’s IEPR Renewable Gas projects, outlining the economics of power-to-gas systems. Read the comments here >>
  • On May 26, the CHBC submitted an Agenda Request for the Joint Agency Workshop on SB 1383 scheduled for June 27, 2017. Read the request here >>
  • On May 25, the CHBC submitted comments on the CEC’s May 12 IEPR Integrated Resource Planning Workshop. Read the comments here >> and

  • On April 7, 2017, the CHBC submitted comments to the Air Resources Board in response to the Volkswagen Investment Plan. The CHBC voiced it’s concern over the one-sided investment into battery electric infrastructure without consideration of hydrogen fuel cell technology and infrastructure. See CHBC’s comments here >>
  • On March 24, 2017, the CHBC released its comments on the California Energy Commission’s (CEC) 2017 IEPR and EPIC Investment Plan. These comments serve to inform the CEC of the importance of Power-to-Gas and its potential to enable high levels of renewable energy production while maximizing economic value and providing a large-scale, cost-effective solution for storing excess energy. Review the EPIC Investment comments here>> Review the IEPR comments here>>
  • On March 20, the CHBC submitted comments regarding the California Air Resources Board’s Final Proposed SLCP Reduction Strategy. Read the comments here >>
  • On February 27, the CHBC comments expressing concern on the CEC’s Draft Scoping Order (DSO) for the 2017 IEPR. Read the comments here >>
  • On February 14, 2017, the California Hydrogen Business Council (CHBC) released a report on the 2016 Hydrogen and Fuel Cells in the Ports Workshop, which was held on November 10, 2016, hosted by the Port of Los Angeles and co-sponsored by the Port of Long Beach. The report summarizes the presentations and discussions at the workshop, highlights challenges and outlines the next steps that were identified. See the CHBC report here >>
