Barbara de Marigny focuses her practice on tax structuring for transactions, with a particular emphasis on the taxation of climate and clean energy initiatives, such as the section 45Q federal tax credit for carbon capture, use and sequestration (“CCUS”), tax incentives for hydrogen energy such as new section 45V, alternative fuel vehicles and carbon pricing proposals. She is a frequent speaker and author on clean energy tax incentive topics, including the provision of comments and testimony to the IRS on proposed section 45Q and 45Z regulations and regularly advises clients on credit-maximizing structures. She also works extensively with federal income tax issues arising in partnership, joint venture and alternative investment structures, including the use of partnership structures for strategic acquisitions by corporate groups, in IPOs, securities offerings and for tax equity financing. Her practice has an energy industry concentration, including all aspects of the energy industry, upstream, midstream, and downstream, oil field services, petrochemicals and alternative energy.

Juliana Johnson has eight years of experience managing large-scale projects with stakeholders in the oil and gas, manufacturing, pharmaceutical, consumer products, warehouse, and chemical industries. Ms. Johnson leverages her chemical and environmental engineering background, along with her expertise in life cycle assessments (LCAs) to deliver high-quality solutions to clients seeking to reduce their carbon footprint across the United States, South America, Europe, and Asia. She has engaged with large corporate executive teams and conducted multiple permitting/regulatory assessments, GHG emission inventories, science-based target evaluations, corporate sustainability reporting, LCAs, and product carbon footprints (PCFs).
Andrea Coon

Dr. Coon is the Director of the Western Renewable Energy Generation Information System (WREGIS) for the Western Electricity Coordinating Council (WECC). She has been involved in the utility industry for over 20 years. Dr. Coon started in the utility industry by working in regulation in Utah, first for the former Committee of Consumer Services and then for the Division of Public Utilities, where she testified before the Utah Public Service Commission on a variety of issues, including system power costs and special contract pricing. Dr. Coon then moved on to WECC, where she has worked on all aspects of the WREGIS program. Dr. Coon earned a Ph.D. in Economics from the University of Utah as well as a Master of Professional Communication from Westminster College and a B.S. in Economics from Brigham Young University.
Jeff Reed

Dr. Reed’s research focuses on systems and techno-economic analysis to develop and advance solutions for achieving deep decarbonization and pollution reduction across all sectors of the economy. He is the principal author of the first renewable hydrogen production roadmap for the state of California. Dr. Reed also provides advisory services to companies developing clean energy technologies and projects. Prior to joining UCI, Dr. Reed was the head of strategic planning and technology development for the Sempra Energy Utilities, was a consulting executive at Accenture and Booz-Allen, served as vice president of marketing and business development for the global steam-turbine division of ABB in Switzerland, and is the past chair of the California Hydrogen Business Council. He holds a doctorate in engineering from UC Berkeley and a Master’s Degree in Management from Stanford University.
